Log cache ala SmartSVN

Description

SmartSVN has a nice feature of caching logs. This comes handy especially on notebooks when you go off-line. I am aware that it can lead to possible inconsistencies with the server (e.g. when logs are changed) but that is a minor issue in contrast to the benefits.

I meant the way how to integrate a log cache. but meanwhile I had an idea and start implementing it,
basics works meanwhile in trunk.
